Note: this keyboard driver has not been produced nor endorsed by MSA.  
It was built by me (Steven R. Loomis).

keyboard driver'.

It should work in WinNT, Win2000,  WinXP,  Windows server 2003.

To install-  unpack it in Zip and run the file Malti.MSI.  You will 
need the "Windows Installer" upgrade which should already be on your 
computer..

It will say 'Installed'.  Then, go to Control Panel, to Keyboard and to 
Input Locales.    Click Add.
       for Input Locale:  "Malay" (or Marathi)
        for Keyboard Layout:  "Maltese MSA 100:2002"
      hit Apply.  (yes, I know it's weird, but I wanted it to say MA in 
the corner of the screen)

  Now, go to the EN in the Task Bar, and change it to MA.  Now you can 
type as below in any program:

KEYS
` [ ] \   =  ċ ġ ħ ż
~{}|  = ĊĠĦŻ

Right- Alt-` = `,  etc.  (use Alt to remove the 'maltese' meaning)
Right- Alt-shift-~ = ~, etc

Right-Alt-a,i,u,e,o  = àìùèò
Right- Alt-shift-A,I,U,E,O = ÀÌÙÈÒ
